`pnpm research:seo-candidate` converts an already reviewed and explicitly
publication-approved research report into a deterministic, reviewable landing-
page candidate. It does not generate new historical claims and does not write an
application route, deploy, publish, request indexing, or contact anyone.
The gate requires `status: publication-approved`, the `reviewed-findings`
channel, `publicationApproved: true`, an attributable dated researcher decision,
at least two HTTPS-cited claims, at least one limitation, and the current
research release digest.
The candidate binds the canonical SHA-256 of the complete approved report and
contains canonical URL, title, description, Article JSON-LD, unique citations,
question, reviewed answer, source-backed claims, limitations, missing evidence,
and internal links. It also retains the exact approved report and the complete
replay-valid publication envelope. Verification reruns the entire deterministic
candidate builder and requires canonical equality, so edited copy, robots state,
citations, structured data, or source summaries cannot be made valid by recomputing
the outer digest. Its authority flags always remain false.

The checked-in report is correctly blocked because it remains under review. A
separately supplied input must pass the digest-valid publication-envelope
verifier; an approved-looking hand-edited report is rejected. A passing
candidate is technical readiness only—not publication approval,
scholarly validation, external impact, demand, revenue, or income.
