Status: intake implemented; real evidence remains open.
The first Connections journey may authorize expansion only when one artifact
proves all of the following without direct identifiers:
- at least one consented story completion and one share or reuse-interest action;
- qualified human approval of citations, rights boundaries, and reproducibility;
- at least one institutional reviewer rates the result useful;
- observed agent and editorial minutes plus non-labor cost and tested price;
- an independent novelty review searching at least two named sources;
- a paid or interested response to an attributable price offer; and
- a valid synchronized cultural-intelligence machine record.
Use opaque reviewer and prospect codes. Do not include names, email addresses,
organizations, phone numbers, or contact details. Novelty may be `verified-new`,
`not-new`, or `inconclusive`; completing the review does not turn an inconclusive
result into a novelty claim.
Import a real JSON evidence file with:

The command writes
`artifacts/product-discovery/cultural-intelligence-latest.json`. `--check`
returns unsuccessfully until every expansion gate is supported. Gross value
before labor is tested price minus non-labor cost; it is not profit. Apply an
attributable labor rate before making any margin claim.
